Charlotte County Permitting Via Citizen Access Portal

Charlotte County building permits are issued through the Citizen Access portal (Accela), operated by the Building Construction Services division at 18400 Murdock Circle, Port Charlotte. Residential roof permits are processed over the counter with minimal or no plan review, making it one of the faster permitting environments in Southwest Florida. Commercial and new construction scopes require full plan review.

Charlotte County falls within Florida’s Wind-Borne Debris Region. All roofing systems must meet Florida Building Code 8th Edition wind uplift and impact resistance standards, and all materials require Florida Product Approval or Miami-Dade NOA certification.

  • Florida Product Approval is required on all materials, including: shingles, tile, metal panels, underlayment, and fasteners.
  • Sealed roof decks are required on all new installations and re-roofs to reduce water intrusion in homes experiencing partial roof loss during storm events
  • Roof-to-wall connections must meet current FBC standards. Pre-2002 homes in Punta Gorda often require connector upgrades during a full re-roof
